Canada had both English and French speakers at its inception. Despite the Englishs majority status some concessions cemented the Frenchs place in Canadas history. First a constitutional act in 1791 tuned French into a political factor. Between 1812 and 1814 a number of French Canadians used their status as participants in a Canadian-American war to seek land grants. This gave them rights that were granted to most natives. In 1837 the French asked for representative government in Ontario and Quebec which ensured that linguistic survival for minority speakers was well-structured in governance (Resnick 2005).
